Question re. Phase 3 trial and Placebo Use

I have a question that I have not seen addressed elsewhere. If these vaccines are being distributed as part of a Phase 3 trial, is it possible that some of the vaccines being administered are placebos? I’m guessing not as it may be counter to Emergency Use Authorisation, but just wondered if anyone with better knowledge could confirm. Thanks.
