$6b Worth of Operation Warp Speed Vaccine Deals Data Not Accessible Due to Third Party Contractor Setup

Operation Warp Speed, the public-private partnership initiated by the White House to accelerate the development of vaccines to take on COVID-19, faces growing calls for transparency into the details of the contracts made between the U.S. federal government and pharmaceutical makers. Positioned as a Manhattan Project for vaccine development, public monies are being used, and a small but growing number of interest groups seek some openness into the process and the contract terms. As it turns out, to capitalize on various efficiencies and perhaps a way to avoid government disclosure rules, OWS has utilized a third party to enter into at least $6 billion worth of vaccine development contracts. Known as Advanced Technology International (ATI), the vaccine contracts associated with this third party may not be disclosable under federal public records laws. One the one side are transparency advocates that strive for open access and accountability for public money spend, while on the other side are those that seek to keep information secret for whatever reasons, whether for expediency, intellectual property protection or similar objectives.
